NUEVA YORK – ESTADOS UNIDOS /En Naciones Unidas la tarde de hoy se reanudó la Décima Sesión Especial de Emergencia de la Asamblea General ante los graves acontecimientos ocurridos durante varias semanas por el conflicto Israel-Palestina.

El pasado Viernes 27 de Octubre, los Estados miembros de Naciones Unidas aprobaron una resolución que pide un cese al fuego inmediato, así como el acceso humanitario inmediato y el rechazo a cualquier intento de traslado forzoso de la población civil palestina.

Aunque esta resolución no es jurídicamente vinculante, es el primer pronunciamiento de Naciones Unidas sobre el conflicto.

El Embajador de Palestina en Naciones Unidas, Riyad Mansour, ante la aprobación de esta resolución, calificó a la Asamblea General de más valiente y con más principios que el dividido Consejo de Seguridad de la ONU, el cual fracasó en cuatro intentos durante las últimas semanas para alcanzar un acuerdo sobre una resolución.

El Compañero Jaime Hermida Castillo, Embajador, Representante Permanente de Nicaragua ante las Naciones Unidas, pronunció un discurso en nombre del Gobierno de Reconciliación y Unidad Nacional de Nicaragua, GRUN, siempre solidario con la Causa Palestina, durante esta Sesión Especial de la Asamblea General.

EXPLOSIVA SITUACIÓN INHUMANA

El compañero Hermida manifestó que, este conflicto, y en particular, la explosiva situación inhumana a la que ha sido sometida el Pueblo Palestino en Gaza por más de 16 años, y la ocupación y el bloqueo ilegal impuesto ha convertido a este territorio en una enorme prisión de campo abierto, empobreciendo a una población de 2.3 millones, siendo la mitad nin@s y que, de persistir, solo traerá mayor inestabilidad e inseguridad en el Oriente Medio y en el mundo.

Expresó que, nuestro GRUN y el pueblo nicaragüense siempre han apoyado la justa causa del Pueblo Palestino, como una cuestión de principio, de solidaridad de Herman@s en lucha.

Afirmó que, con el resto de la comunidad internacional es necesario intensificar los esfuerzos internacionales en la búsqueda de una solución definitiva y pacífica que culmine con la materialización del Estado Palestino, con su capital en Jerusalén Oriental, y en fronteras reconocidas en 1967, como único medio para el logro de una paz justa y duradera en el Medio Oriente, viviendo al lado del Estado de Israel en paz y seguridad, ambos Estados.

Finalizó manifestando que, la Paz debe prevalecer a toda costa y sobre todas las cosas, para dar paso a la única solución justa y verdadera, los dos estados viviendo en paz y seguridad.

SESIÓN ESPECIAL DE LA ASAMBLEA GENERAL SOBRE EL ORIENTE MEDIO, INCLUIDA LA CUESTIÓN DE PALESTINA

Muchas gracias, Señor Presidente:

1. Nicaragua se suma al discurso de Venezuela en nombre del Grupo de Amigos en Defensa de la Carta de las Naciones Unidas.

2. Nicaragua se ha unido a la iniciativa de convocar esta Sesión Especial de Emergencia, ante la grave situación humanitaria que acontece en Gaza y en solidaridad con Palestina y con todos los civiles, mujeres y niños, víctimas en este terrible conflicto, en gran parte por la falta de inacción e indiferencia por décadas del Consejo de Seguridad.

3. Con los últimos trágicos y barbáricos acontecimientos en Palestina e Israel, ha quedado evidenciado nuevamente, que dicho Consejo de Seguridad sigue en deuda con la humanidad, con la comunidad internacional y con la paz y la justicia, sobre todo en Oriente Medio. Es repudiable que ese órgano no haya de adoptado una simple resolución humanitaria que exigía urgentemente el cese al fuego, y al acceso y provisión de la asistencia humanitaria, sobre todo, tomando en cuenta la frágil situación de toda la población que empeora cada día en Gaza.

4. Reiteramos que el Consejo de Seguridad debe cumplir sus responsabilidades que
le fueron conferidas en la Carta y debe hacerlo con urgencia y sin doble raseros.

5. Desde este foro Universal, seguimos condenando enérgicamente el agravamiento del terrible conflicto Israelí-Palestino, que genera cada vez más víctimas y dolor entre tantas familias inocentes.

6. Es del conocimiento mundial que este conflicto, y en particular, la explosiva situación inhumana a la que ha sido sometida el Pueblo Palestino en Gaza por más de 16 años, y la ocupación y el bloqueo ilegal impuesto ha convertido a este territorio en una enorme prisión de campo abierto, empobreciendo a una población de 2.3 millones, siendo la mitad niñ@s y que, de persistir, solo traerá mayor inestabilidad e inseguridad en el Oriente Medio y en el mundo.

7. Nicaragua está convencida que la Paz y Estabilidad en el Oriente Medio, solamente es factible, mediante la negociación y la plena implementación de todas las Resoluciones de la Asamblea General y del Consejo de Seguridad en relación con Palestina.

8. Nicaragua apoya y apoyará todo esfuerzo que conlleve a un cese al fuego. Es por eso por lo que copatrocinamos y votamos a favor la resolución presentada por Jordania en nombre del Grupo Árabe, en la cual, se expresa profunda preocupación por la escalada de violencia y el deterioro de la situación, en particular por el gran número de víctimas civiles, y subrayamos que la prioridad es en todo momento proteger la población civil.
9. Esta Asamblea General tiene la imperativa responsabilidad de exigir el respeto inmediato de un cese al fuego, así como, la protección a la población en Palestina, sin dobles raseros y en iguales condiciones como seres humanos, valorando las vidas de la misma manera para todas y todos.

10. Naciones Unidas, la Asamblea General y el Consejo de Seguridad está llamado a actuar, cuanto antes, a exigir soluciones en Derecho y Justicia, para frenar esta insensata espiral de violencia que ya se ha convertido en genocidio.

11. Hemos agradecido también a las agencias humanitarias y a los gobiernos que están ayudando a hacer frente a la crisis humanitaria en Gaza. Con horror hemos presenciado y condenado el ataque contra el Hospital en Gaza que cobró las valiosas vidas de más de 700 personas, la mayoría niñ@s.

12. El Gobierno de Reconciliación y Unidad Nacional de Nicaragua y el Pueblo nicaragüense siempre ha apoyado la justa causa del pueblo Palestino, es una cuestión de principio, de solidaridad de herman@s en lucha y juntamente con el resto de la comunidad internacional consideramos necesario intensificar los esfuerzos internacionales en la búsqueda de una solución definitiva y pacífica que culmine con la materialización del Estado Palestino, con su capital en Jerusalén Oriental, y en fronteras reconocidas en 1967, como único medio para el logro de una paz justa y duradera en el Oriente Medio, viviendo al lado del Estado de Israel en paz y seguridad, ambos Estados.
13. Es obligación moral e histórica de todos los Estados la defensa del multilateralismo, de los propósitos y principios de la Carta de la ONU, la solución pacífica de las controversias y abstenerse del uso o la amenaza del uso de la fuerza en las relaciones internacionales.

14. Nuestras oraciones con los Pueblos y las Familias inocentes que sufren tanto, familias israelíes, familias palestinas, familias de varias nacionalidades, familias del personal de Naciones Unidas y familias de periodistas. Nuestro amor y respeto a cada uno de ell@s.

15. Esta situación de dolor y sufrimiento del Pueblo Palestino, nos desgarra a tod@s, en los últimos días han muerto miles y miles de personas en Gaza, son aborrecibles los ataques contra instalaciones médicas, el corte de agua, de electricidad, suministros médicos, alimentos y combustible, incrementando la inseguridad de una población de 2.3 millones, la mitad niñ@s, que no tiene un lugar seguro donde estar o donde ir. Según estimaciones de la Oficina de Naciones Unidas para la Coordinación de Asuntos Humanitarios, más de 1,4 millones de palestinos de Gaza han sido ya desplazados, se reportan más de 8,500 muertos, siendo el 67% niñ@s, mujeres y adultos mayores, incluyendo más de 3,800 niñ@s asesinados, y cada minuto aumenta el sufrimiento y la pérdida de vidas.

16. Una cosa es muy clara y está siendo demostrada en esta Asamblea General y en todas las ciudades del Mundo, Palestina no está sola, los pueblos del mundo acompañan a Palestina y así lo dejamos saber en la resolución que adoptamos y en las protestas de centenares de miles, cada día más numerosas, incluyendo en ciudades de países que obstaculizan los derechos inalienables del pueblo palestino, cientos de cientos de miles de personas exigiendo la Paz, el cese al fuego y al hostigamiento de Gaza, justicia para el pueblo palestino.

17. Es hora de que aquí en Naciones Unidas escuchemos el clamor de los pueblos del mundo y de poner fin a la injusticia histórica impuesta a Palestina.

18. La Paz debe prevalecer a toda costa y sobre todas las cosas, para dar paso a la única solución justa y verdadera, los dos estados viviendo en paz y seguridad, tod@s aquí presentes lo saben muy bien, el consejo de seguridad tiene esa responsabilidad histórica pendiente, debe permitir de una vez por todas, la materialización plena del Estado de Palestina y la realización de los derechos inalienables del Pueblo Palestino.

OF THE GENERAL ASSEMBLY ON THE MIDDLE EAST, INCLUDING THE PALESTINIAN QUESTION

Thank you very much, Mr. President:

  1. Nicaragua shares Venezuela’s address on behalf of the Group of Friends in Defense of the United Nations Charter.
  1. Nicaragua has joined the initiative of convening this Special Emergency Session, in view of the serious humanitarian situation taking place in Gaza and in solidarity with Palestine and with all the civilians, women and children, victims of this terrible conflict, which is largely due to the inaction and indifference of the Security Council over decades.
  1. With the recent tragic and barbaric events in Palestine and Israel, it has become evident once again that the Security Council still owes a reckoning to humanity, to the international community and to peace and justice, especially in the Middle East. It is reprehensible that this body did not adopt a simple humanitarian resolution urgently demanding a cease-fire, with access to and provision of humanitarian assistance, especially taking into account the precarious situation of the entire population getting worse day by day in Gaza.
  1. We reiterate that the Security Council must fulfill the responsibilities conferred on it in the Charter and must do so with urgency and without double standards.
  1. From this Universal forum, we continue to strongly condemn the aggravation of the terrible Israeli-Palestinian conflict, which is generating more and more victims and pain among so many innocent families.
  1. The world is well aware that this conflict, and in particular, the explosive inhuman situation to which the Palestinian People have been subjected in Gaza for more than 16 years, by which the occupation and the illegal blockade imposed, has turned this territory into a huge open air prison, impoverishing a population of 2.3 million, half of them children and which, if it persists, will only bring greater instability and insecurity in the Middle East and in the world.
  1. Nicaragua is convinced that Peace and Stability in the Middle East are only feasible through negotiation and the full implementation of all General Assembly and Security Council resolutions on Palestine.
  1. Nicaragua supports and will support any effort that leads to a ceasefire. That is why we co-sponsored and voted in favor of the resolution submitted by Jordan on behalf of the Arab Group, in which deep concern is expressed about the escalation of violence and the deteriorating situation, in particular the large number of civilian casualties, and we stress that the priority is at all times to protect the civilian
  1. This General Assembly has the imperative responsibility to demand immediate respect for a ceasefire, as well as the protection of the population in Palestine, without double standards and in equal conditions as human beings, valuing all lives in the same way.
  1. The United Nations, the General Assembly and the Security Council are called upon to act, as soon as possible, to demand solutions in both law and Justice, to stop this senseless spiral of violence that has already turned into genocide.
  1. We have also thanked the humanitarian agencies and governments helping to cope with the humanitarian crisis in Gaza. With horror we have witnessed and condemned the attack on the Hospital in Gaza that claimed the precious lives of more than 700 people, most of them children.
  1. The Government of Reconciliation and National Unity of Nicaragua and the Nicaraguan People have always supported the just cause of the Palestinian people, it is a matter of principle, of solidarity between brothers and sisters in struggle, and together with the rest of the international community we consider it necessary to intensify international efforts in the search for a definitive and peaceful solution that culminates in the realization of the Palestinian State, with its capital in East Jerusalem, and borders recognized in 1967, as the only means for achieving a just and lasting peace in the Middle East, living next to the State of Israel in peace and security, both States.
  1. It is the moral and historical obligation of all States to defend multilateralism, the purposes and principles of the UN Charter, the peaceful settlement of disputes and to refrain from the use or threat of the use of force in international relations.
  2. Our prayers are with the innocent People and Families who are suffering so much, Israeli families, Palestinian families, families of various nationalities, families of United Nations staff and families of journalists. Our love and respect to each of them.
  1. This situation of pain and suffering of the Palestinian People tears us all apart, in recent days thousands and thousands of people have been killed in Gaza, the attacks on medical facilities, the cutting off of water, electricity, medical supplies, food and fuel are abhorrent, increasing the insecurity of a population of 2.3 million, half of them children, who have no safe place to be or where they might go. According to estimates by the United Nations Office for the Coordination of Humanitarian Affairs, more than 1.4 million Palestinians in Gaza have already been displaced, more than 8,500 people are reported dead, 67% of them children, women and the elderly, including more than 3,800 children killed, and every minute the suffering and loss of life increases.
  1. One thing is very clear and it is being demonstrated in this General Assembly and in all the cities of the world, Palestine is not alone, the peoples of the world accompany Palestine and we let it be known in the resolution we adopted and in the protests of hundreds of thousands, more and more numerous every day, including in cities of countries that hinder the inalienable rights of the Palestinian people, hundreds of hundreds of thousands of people demanding peace, a ceasefire and the harassment of Gaza, justice for the Palestinian people.
  1. It is time for us here at the United Nations to listen to the cry of the peoples of the world and to put an end to the historical injustice imposed on Palestine.
  1. Peace must prevail at all costs and above all things, to make way for the only just and true solution, two states living in peace and security, everyone present here knows it very well, the Security Council has that historical responsibility pending, it must allow, once and for all, the full materialization of the State of Palestine and the realization of the inalienable rights of the Palestinian People.
